How Long Does My Hair Need Grow Before I can Put them into a decent sized perm for dreads?

My hair is about 2 - 21/2 on the front and sides and a bit shorter in the back, so how much longer should i grow them out to be able to get a perm and then get like 4 to 5 inches of dreadlocks?
